Apparently at the time of the Treaty of Tientsin little

importance was attached to preserving the right of natives of China

to repair to Hong Kong to purchase goods, for no corresponding

provision can be found in that Treaty.

It would therefore seem that any claim of right is based on

a declaration made to merchants and traders before the cession of the

Colony, (under which declaration the Chinese Government would have no

standing and which declaration would cease to have effect on the full

cession of the Colony), or on a treaty which has long since been

abrogated and which at most only gave natives of China the privilege

of coming to Hong Kong to buy goods.
